Cherry Hill Township Council meets Monday, Aug. 17, to vote on releasing construction bonds for two major developments: the renovated H-Mart on Route 70 and Plaza Grande Phase 1B at Garden State Park.
The votes signal that both projects have met their construction obligations to the township, according to the meeting agenda. The council convenes for a caucus at 7 p.m. and the formal meeting at 7:30 p.m. at the Municipal Building, 820 Mercer St.
It is the first regular session since the council unanimously banned large-scale data centers on July 27.
H-Mart: renovation complete
Resolution 2026-8-3 would release the cash performance guarantee and temporary certificate of occupancy guarantee for HAR Cherry Hill Corp., the entity behind H-Mart at 1720 Route 70. A portion of the cash guarantee would transfer to a two-year maintenance guarantee, keeping the township covered while the store operates.
H-Mart reopened April 23 after a 10-month renovation that doubled the store's square footage and added a second-floor food hall featuring Paris Baguette. Councilwoman Jill Hulnick and fellow council members attended the ribbon-cutting, with Hulnick praising the business's continued investment in Cherry Hill, according to the April 27 council minutes.
Plaza Grande: final bond released
Resolution 2026-8-1 would release the performance surety bond for Plaza Grande Phase 1B at 700 Citation Lane. The council already released a separate bond for the same project, the temporary certificate of occupancy bond, at its April 27 meeting.
Plaza Grande is a 507-unit, 55-plus senior rental community completed by Procida Funding & Advisors in 2025. The complex sits on 34 acres of the former Garden State Park racetrack site and was 80 percent leased as of March 2026, according to the Philadelphia Inquirer.
Both projects passed inspection.
Roads, sidewalks and parking
Three other resolutions are on the agenda:
- Morris Drive paving: Resolution 2026-8-11 would award a road-improvement contract to Asphalt Paving Systems Inc.
- Haddonfield-Berlin Road pedestrian project: Resolution 2026-8-14 would approve an easement with First Order HQ LLC for land needed for the township's pedestrian improvements along Haddonfield-Berlin Road, funded in part by a New Jersey Department of Transportation Safe Streets to Transit grant. A related ordinance (2026-12) authorizing a right-of-way easement at 1804 Haddonfield-Berlin Road is up for first reading.
- Holy Days parking relief: Resolution 2026-8-6 would temporarily suspend parking restrictions on both sides of Cropwell Road and Kresson Road, excluding areas within 250 feet of a traffic signal, for the Jewish High Holy Days.
How to participate
As we reported Aug. 12, residents who want to speak on agenda items must register with the Township Clerk before 5 p.m. Monday, Aug. 17. Speaking time is limited to three minutes. The meeting is also accessible via Zoom for remote public comment.
Council President William Carter III presides. The full council includes Vice President Michele Golkow, Councilwoman Jennifer Apell, Councilman Rob Connor, Councilman Daniel DiRenzo Jr., Councilwoman Sangeeta Doshi and Councilwoman Hulnick.
