Camden County commissioners will vote Thursday, Sept. 17, on two Cherry Hill spending items totaling more than $371,000. The agenda includes an engineering contract increase for the Grove Street Connector trail and a third lease amendment for Superior Court office space.

The resolutions appear on a 68-item agenda scheduled for the noon meeting at the Camden County Courthouse in Camden. Commissioners held a caucus session on the agenda Tuesday, Sept. 15.

Grove Street Connector: $83,424.06 added to design contract

Resolution 29 would add $83,424.06 to the county's engineering contract with Greenman-Pedersen, Inc. for additional design work on the Grove Street Connector Project, according to the county's caucus agenda. Commissioner Nash, who oversees the Department of Parks, is sponsoring the resolution.

The project would rebuild and widen a segment of the Cooper River Trail from the Cooper River Dog Park to the intersection of Grove Street and Park Boulevard. The scope includes widening the trail to 10 feet, installing a new mid-block crosswalk on Grove Street with high-visibility markings and rectangular rapid flashing warning beacons, and realigning the trail along the east side of Grove Street, according to the county's project page.

Construction was originally estimated at $424,000, funded through the Federal Highway Administration's Transportation Alternative Set-Aside Grant Program (TAP) and administered by the New Jersey Department of Transportation. The county's project page, last updated June 30, 2021, listed an anticipated construction start of fall 2022 and anticipated completion by spring 2023. Construction has not started. The Sept. 17 agenda item for additional engineering design suggests the project remains in its design phase.

Courthouse lease: $287,797 third amendment

Resolution 36 would authorize a third amendment to the county's lease with 3 ECCH Owner, LLC for New Jersey Superior Court office space at 3 Executive Campus in Cherry Hill. The amendment totals $287,797. Commissioner Bianco Bezich, who oversees the Department of Buildings and Operations, is sponsoring the resolution.

The lease has come before commissioners multiple times. In December 2025, the board approved a $175,000 payment to the Camden County Improvement Authority for renovation work at the Executive Campus site. In January 2026, the board authorized the original lease. In June 2026, commissioners ratified earlier amendments in an amount not to exceed $850,000.

The agenda does not specify the lease term, square footage or per-square-foot rate for the third amendment. It is also unclear whether the $287,797 falls within the $850,000 ceiling set in June or represents additional spending.
